Received in an e-mail a couple weeks ago:
We're having fun with this one...
"A route or alternate route that uses any part (including crossing) a hwy with a speed limit exceeding 80 kph will not be supported."
TD 522 Troop Carrying has been amended so that use of roads outside DND property requires the approval of the Div Comd. These requests must follow the C o C and therefore arrive at this HQ with at least a 6 week lead time.
The reference for your CO’s letter shall include:
A. A-LM-158-005/AG-001 TD 522 TROOP CARRYING (TC)
B. A-LM-158-005/AG-001 TD 527 CONTROL OF DRIVERS’ HOURS
Your CO should acknowledge TD 522 & TD 527 and make a statement to the effect that they shall be followed.
If he/she intends to exceed normal driving standards IAW TD 527 para 23 he/she should acknowledge this as well and state that all risk factors have been considered a waiver will be signed and published in the op order as well as being kept on file.
Before your CO is requests auth for TCV on public roads a physical recce shall be done on all routes and alternate routes. Alternate routes are a requirement as your primary route could be shut down for any number of reasons. If alternate routes are not indicated then the request will not be supported.

The person planning the TCV must take into account the restrictions of TD 522 paras 10 thru 28.
Specifically I want to see addressed the fol points (in no particular order):
A. An exact plan for routes and alternate routes. This can be in the form of a google map, a detailed route card;
B. Cfm of speed limits. This can be as simple as a statement to the effect that the max speed limit on any part if the route or alternate route is XX kph or something similar;
C. Cfm of the personal eqpt plan (para 20);
D. Cfm of when (time of day) the TCV will take place and the plan for night driving (para 18)if required;
E. Cfm that an OIC/NCO IC troops will be appointed in the rear of each TCV;
F. Cfm of the comms plan between the rear and front of the veh;
G. Cfm that helmets will be worn in the rear of the TCV.
