CH-147F most definitely not. As dapaterson said, those followed the existing procurement policies of the day. The OAG may have had issues with some of the elements of how they were accomplished, but they were all pursuant to the Defence Services Program: ID, Options Analysis, Definition, Implementation and Close Out. Even CH-147D (Interim Medium Lift Capability - IMLC) reviewed a number of options to provide the required capability consistent with Government's implementation of the recommendations in the Manley Report.
